Bug
Using the offline deauthorization process with a License Server Administrator renders the availability of the deauthorized concurrent use license to zero until the deauthorization process is completed.

This is as designed to prevent proliferation of licenses. If a user can continue to use licenses on a License Manager after the offline deauthorization process is started, then licenses can be returned to the customer account and re-authorized on another License Manager elsewhere allowing the doubling up of licenses. this can then happen ad-infinitum.Workaround
