Using the latest version of the ArcGIS Server Cloud Builder on Amazon Web Services marks an amazon site as that version regardless of whether or not the customer has access to the latest AMIs for ArcGIS Server.

Additional Information

Cloud Builder requires customer to have access to the same version of AMI to log in to ensure site creation will succeed.

Workaround

Contact customer service to have the customer Amazon account updated with the latest AMI access.
