Additional Information
The notebook operates in a separate and isolated container with its own directory and does not know about any local directories, such as the C: drive. The root directory for all ArcGIS Online notebooks is /arcgis/home/, so the exact command needed is 'item_fgdb_obj.download("/arcgis/home/folderName/"). The folder 'folderName' will be created if it does not already exist.
Then, the Files tab at the top left of the page is a Graphical User Interface (GUI) for the notebook directory and acts as a bridge between the notebook container and the browser and allows files to be downloaded locally. Navigate to the specified folder in the download argument and click on the item. It will bring up the Windows Explorer dialog for an output directory to be selected.
Workaround
In ArcGIS Enterprise 10.8.1, using the notebook function with the same settings and feature service works correctly.
