Additional Information
ArcGIS StoryMaps offers many cover options that can be used at the author's discretion. There is no guarantee that every style produces an accessible result when combined with any possible piece of media. However, all of the cover styles produce a desired effect and can produce accessible results with specific pieces of media.
When using the Full cover layout, the Theme panel style maximizes contrast and often provides accessible results (as long as it is being used with an accessible theme). The Full cover's Gradient or Transparent panel options may produce an accessible result, depending on the background media being used. There are also other cover layouts (such as Side-by-side and Minimal) that do not place media behind text that can be used to maximize contrast. It is also important for authors to preview a story on different screen sizes to ensure their chosen configuration is accessible across devices on which it may be viewed.
It is ultimately up to the author to make good choices for how to combine a cover layout and text panel style with the chosen cover media.
Workaround
Select the Theme style panel appearance for text over background images, or select alternative cover designs where text does not float over the background image, such as the Top or Minimal cover layout.
