Using the expression '<Date Field> is between <starting date> and <today's date>' in the Filter pane for a hosted feature layer automatically resets to the wrong date (30 days into the future) when entering the current date.

Additional Information

The user needs to configure service parameters (choose the current time zone), and then publish. In the Share As Web Layer pane, go to Configuration and set the current time zone. The default was UTC. For more info, refer to https://pro.arcgis.com/en/pro-app/help/sharing/overview/configure-service-parameters.htm.
