Additional Information
This issue is not reproducible with the current version of ArcGIS Pro and ArcGIS Enterprise installed. In both cases, the exported PDF has editable text.Workaround
Change the Python Engine to use ArcGIS Pro located at C:\Users\<User Name>\AppData\Local\ESRI\conda\envs\arcgispro-py3-prod\python.exe.
