This is addressed in ArcGIS Enterprise 11.0.Workaround
- Use ArcGIS Enterprise 11.0.
- Use Portal for ArcGIS Map Viewer Classic, ArcGIS Web AppBuilder or ArcGIS Experience Builder.
- Use ArcGIS Online Map Viewer by sharing the routing service as a content item.
