Using the Create Fishnet tool in ModelBuilder, there is no way to assign a specific value to the Y-coordinate parameter to create a fishnet at an angle to the coordinate system axes.

Additional Information

The Y-Axis Coordinate parameter cannot be made a model parameter as it is a combination of some custom controls on dialog. The alternative is to plug in a Python script tool.
