Using the Create Fishnet tool in ArcGIS Pro to create fishnet polygons at a small extent while using a y-coordinate value to rotate the fishnet creates feature class polygons with uneven shapes.

Additional Information

set the output Coordinate system (environment) before running CreateFishNet tool. Then XY resolution and Tolerance will be set correctly.

Workaround

Set the output of the tool to a shapefile, and export the shapefile to a feature class.
