The data is not georeference, thus the data is displayed below the elevation service in ArcGIS Pro.Workaround
Publish the model directly to ArcGIS Online or create a building scene layer package directly after opening the Revit file in ArcGIS Pro, without using the BIM File to Geodatabase tool.
