Using keyword arguments for the tool arcpy.gp.CreateSQLiteDatabase returns "TypeError: <lambda>() got an unexpected keyword argument 'sqlite_database_path'".

There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Workaround

If keyword arguments are required for testing purposes, use the tool located in the Management toolbox (only available at versions 10.4+ and in ArcGIS Pro)
