This issue was caused by a bug in Google Chrome 126 and Microsoft Edge 126. The issue has been resolved in Google Chrome 127 and Microsoft Edge 127. To resolve this issue in ArcGIS Enterprise, update your web browsers to the latest version.Workaround
Use Google Chrome 125 or earlier, Microsoft Edge version 125 or earlier, or another supported web browser.
