Additional Information

We apologize that we were unable to address this issue within the current product support cycle.  If the issue continues to affect your work in a supported release, please contact Technical Support.

Workaround

Use the Copy Raster tool. This preserves the NoData value and does not change the classification.

Note: If the raster created by the Copy Raster tool is exported, that output is also fine and does not experience this issue.
