Using decimal number values in the map scale will cause scale dependant layers not to display if the scale range of the layers falls between the decimal and next whole number. No error message indicates that only whole numbers should be entered.

Workaround
The map scale box on the Standard toolbar should produce an error warning if a decimal value is entered as the scale (e.g., 1:999,999.5). The warning message would be similar to one issued if the user attempts to enter a negative scale value “Unrecognized scale format. Please re-enter scale.” Do not use decimal values.
