Using a response file received from Esri Customer Service in the MS Outlook Web Access corrupts the response file. Opening the same file within the client version of MS Outlook, the response file is not corrupted. Microsoft Exchange is not stripping out data of the XML data, it is the MS Outlook Web Access that is truncating the data.

Workaround
Use the Microsoft Outlook client in lieu of the MS Web Access client. Or forward it to a Gmail, Yahoo, or Hotmail account and download it.
