Using a hosted feature layer with the Custom Data Setup in ArcGIS Business Analyst Enterprise 10.7.1 returns the following error message, "can't find usable layers."

The issue is fixed in ArcGIS Business Analyst Web App in the build used for ArcGIS Business Analyst Enterprise 10.8.1 release.Workaround
Use a feature layer instead of a hosted feature layer.
- Add the layer to the map.
- Create the custom data setup, using either Layer from project or Layer from map.
