Using a complex password containing the '>' sign does not proxy any tile layer to https://utility.arcgis.com and store the credentials.

This issue will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.

Workaround

Removing the '>' sign from the password fixes the issue.
