Users without admin privileges are able to create broken initiatives in the ArcGIS Hub sites.

Recently, ArcGIS Hub is enhanced so that a person with the role as described in the issue can create an initiative, but they are unable to create the core team or add members to it. In order for that person to be able to do that, an administrator needs to add the Create group with update capabilities user privilege to the person role. Alternatively, the admin can create the group and manage it. The documentation page is enhanced to clarify the different roles required to create an initiative versus work with the core team. Regarding the desire of users to control who can create initiatives, that is a reasonable desire, tie to the create item user privilege which is a pattern for how items get created across all apps in ArcGIS Online.Steps to Reproduce
