This issue is not reproducible in the current release of the software. If this problem occurs, please contact Esri Technical Support (for customers in the United States) or Esri distributor (for customers outside the United States).

Workaround

Add user to any existing role. Grant the everyone role access to any specific map service. Log in as any user assigned to a role.
