Users with Data Editor role or an equivalent custom role receive a warning message in ArcGIS Experience Builder when they try to search for an address with the Search Widget configured with ArcGIS World Geocoding service.

Give the custom role the privilege to see all portal content (under Administrative Privileges > Content).
