Additional Information
This issue is not reproducible when the necessary privileges are included in the custom role. The custom role described in the details of this defect does not include the publisher level privileges to share items and the Share button will not show on the item details page for any item for members without these privileges. When members are assigned a custom role with the necessary privileges, they will be able to share another member’s organization or public items to groups that they own in ArcGIS Enterprise 10.7.1 and 10.8.1.Workaround
Log in as a default administrator to change the sharing properties of the item.
