Users with a custom role are able to sign in to ArcGIS Server Manager as long as the right to 'Publish hosted feature layers' is assigned to them.

Closed as Known Limit. ArcGIS Server Manager does not support the fine-grained privileges assigned to custom roles created within the Enterprise portal. Instead, ArcGIS Server Manager simply recognizes users as either an administrator or a publisher. In the case associated with this defect, the user has a publisher privilege, so ArcGIS Server Manager allows the user to login as a publisher. Fine-grained privileges are supported in the Enterprise portal and fine-grained administrative privileges are supported in the ArcGIS Server Administrator Directory web application.Steps to Reproduce
