Workaround

Delete remnants of deleted users in "Dispatchers" and "Workers" feature layers for the project in ArcGIS Online (or Portal). After deleting the rows containing the deleted users, the "Users" tab will become availableorRemove the user from the Workforce for ArcGIS project before deleting the ArcGIS Online user account.
