Users granted permission on a dataset after the network dataset is created, unable to start an editing session if the Build Service Area Index option on the network is enabled.

Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Workaround

Option 1

  1. Grant the necessary user to Select, Insert, Update, and Delete on the dataset before the creation of the network dataset.
  2. Create dataset with the Build Service Area Index option.
  3. Remove and re-add Select, Insert, Update, and Delete on the dataset. (This is due to the user likely running into NIM080146)

Option 2

  1. Use SQL Server Management Studio to grant Select, Insert, Update, and Delete to the "ND_XXX_FeatureClassName_SAI" table.
