This is by design. When 'Enable scroll zooming' is toggled off, mouse wheel zooming is enabled. On touch screens, single-finger map panning is also enabled. This option only controls the behavior of one finger. The behavior matches the ArcGIS API for JavaScript.Steps to Reproduce
