Users belonging to a custom role with Admin privileges cannot access the My Organization page in Portal for ArcGIS 10.4.1 when restrictOrganizationPageToAdmin is set to True.

Additional Information
The custom role with all privileges set is not an administrator role. The setting for restrictOrganizationPageToAdmin only refers to the administrator role.Workaround
Set restrictOrganizationPageToAdmin to False.Steps to Reproduce
