User with a custom role and all privileges is unable to change the ownership of an item shared to a group they are not a member of.

Additional Information
Items shared to groups cannot have their ownership transferred to users without group sharing access. This includes default administrators as well as custom role users with administrator privileges. There is currently a bug that is letting the default administrators transfer the ownership of an item even though they are not part of the groups that the item that is currently shared to. This is to be fixed.Workaround
- Temporarily remove the item from the group before changing ownership. Then, add the item back to the group.
- Add the custom member to all groups.
