It is as designed that members assigned a custom role with the administrative privilege to add members to the organization are unable to assign a custom role with administrative privileges to new members during the add member workflow. In ArcGIS Enterprise version 11.1, which is to be released in Q1 of 2023, the option to select a custom role with administrative privileges for new members during the add-member workflow is to be removed.
