Upon upgrading from ArcGIS Enterprise 10.5 to ArcGIS Enterprise 10.5.1, the Edit settings is disabled after adding a new hosted federated server.

Issue not reproducible when upgrading to Portal for ArcGIS 10.9.

Workaround

This behaviour is non-reproducible when upgrading from ArcGIS Enterprise 10.5.1 to ArcGIS Enterprise 10.6.
