Additional Information

This is a limitation of CSV files, which do not support extended character sets. The workaround is to use a unicode format for the text file, import it via the ArcGIS.com map viewer, and create a Map Tour from the resulting web map. 1. Save the CSV as a Unicode text file 2. Drag the TXT file onto the map viewer to create a map tour layer 3. Save the web map 4. Share > Create a web app > select the Story Map Tour app

Workaround
