Upgrading geodatabases on database servers fails if the user is connected to the geodatabase when upgrading. See technical article 35184.

Workaround

Uninstall or temporarily rename the gsrvsde92.dll and attempt to connect to the geodatabase. The connection will fail and you will be prompted to upgrade the geodatabase. This works, since you are upgrading without being connected.
