Additional Information
This behavior was tested by upgrading from ArcGIS Collector version 19.2 to version 20.1/20.2 and offline map areas were still accessible on the device and sync still completed successfully with existing offline edits. Therefore, this behavior was not reproducible.
Workaround
Prevent ArcGIS Collector from auto updating through the device settings until it is ready to sync. Manually remove the offline area and re-download a new one post upgrade.
