This issue is addressed in ArcGIS Pro 3.3, 3.2.4, 3.1.7, and 2.9.13.Workaround
The ArcGIS Enterprise 10.9.1 version of the ArcGIS Server Branch Versioning Data Consistency Patch is now live on the support site. The versions for ArcGIS Enterprise 11.1 and 10.8.1 are coming soon.
