Additional Information
This bug will not be addressed in Map Viewer Classic with ArcGIS Maps for JavaScript 3.x. However, the new Map Viewer based on the 4.x version of ArcGIS Maps for JavaScript allows modifying the outline of a map image layer while successfully displaying labels published from ArcGIS Pro. It is encouraged to use Map Viewer because Map Viewer Classic has now been deprecated and will be removed in a future release. Workaround
Save the web map, and reload after the symbology update or access the 'Manage Labels' submenu from the feature layer.
