This issue is not reproducible in ArcGIS Field Maps 21.2.2 on iOS.
Workaround
Follow the solutions provided for each of the possible scenarios stated below:
The map contains only a single instance of a coded value domain that is applied to only a single layer.
- Close and restart the ArcGIS Collector and reopen the map. The layer must load successfully with the domain changes that are made.
The map contains several hosted feature layers that are published using the same coded value domain values.
- As the other layers in that same service share the same domain, ensure the same edits are made to all the layers for that domain.
