Update the navigation control to use a slider based on levels of detail exposed by the layers. If not tiled, a simple +/- displays.

Workaround
Add +/- buttons for incrementing/decrementing zoom. Add code to check for levels of detail to populate zoomslider. If none are available the slider is collapsed. Add public property units, which default to DecimalDegrees. If this is set to another unit, pans will not be kept to coded lat/lon limitations (north and south limited to within latitude extremes (-90,90) and east/west cross over to positive or negative longitudes when necessary).
