Bug
Update Help buttons on Setup wizards (ArcGIS Desktop, ArcGIS Engine, ArcReader, ArcIMS, ArcSDE/ArcGIS Server) so that they launch .htm topics from new HTMLHelp Setup.chm file directly instead of launching help topics from Setup*.hlp files. The .hlps does not work, by default, on Vista.
