Additional Information

LAS 1.4 based overlap flag points are reported by the LAS Datasetset Statistics tool in ArcGIS Desktop 10.8.1 and ArcGIS Pro 2.6. This is also probably true with earlier releases but we do not have a record of the specific release that it was fixed in; probably due to being fixed as part of other general LAS 1.4 support issues.
