Unlike ArcMap 10.6 and 10.6.1, ArcMap 10.7 and 10.7.1 do not prompt users when all concurrent use licenses are already used.

This is not reproducible in ArcGIS Desktop 10.8.Workaround
Go into ArcGIS Administrator. Under the Availability folder, check if there are licenses available.
