The Nashua data is not available, but based on the supplied datasets for Washtenaw County and Pierce County, the repeat labels are almost entirely caused by tile edges. An enhancement is planned to improve this behaviour in the future, but it is not straightforward to address and is not currently included in the release pipeline. For now, the bug is being closed because the repeat labels are expected, as roads are labelled once on each tile. In some cases, a repeat label may also appear within a tile near the edge due to the buffer, typically when labels cross the tile boundary. Screenshots have been attached in the Esri Community reply, showing the customer data with the tile edges overlaid. This can also be verified by running the Create Vector Tile Index tool before creating vector tile packages.

Workaround

Try allowing more data into tiles when creating tile index, may result in larger tiles and less duplicates (but at the likely expense of performance).
