Unable to zoom closer than 1:1 in image space for imagery when the project is saved and ArcGIS Pro is closed and restarted.

This issue is fixed in ArcGIS Pro 3.6.Workaround
The existing workaround is to change the image back to map space by clicking the focus image button to reset to map space. Then save the project again. Saving the project in map space will permit users to zoom past the 1:1 zoom scale.
