Workaround
In order to view xml files within ArcCatalog, "Search only files that match the following file extensions to find valid raster formats" needs to be chosen within the Raster File Format Properties found under the General Tab within the Options Dialog box located on the Tools menu within ArcCatalog.This was reproducible using both ArcGIS Desktop 9.3 and 9.3.1.Steps to Reproduce
