This issue is not reproducible.

Workaround

  1. Launch ArcGIS Online, and sign in with credentials.
  2. Click the app launcher, and select the Hub app.
  3. Click the Initiative.
  4. Click Theme, and change the defaults to White or #ffffff.
    1. For the Global Nav Text Color setting, input #000000.
