This issue is not reproducible in the October 2023 release of ArcGIS Online. Contact Esri Support Services if the issue persists.Workaround
- Use the Mozilla Firefox web browser.
- Click 'Copy Link' a second time. The pop-up is now displayed on the upper-left side of the dialog box.
