Additional Information

This issue is not reproducible in Portal for ArcGIS 10.8. Since ArcGIS Enterprise 10.7.1 is no longer in active support, this issue will not be addressed.

Workaround

  1. Create a feature class in an enterprise geodatabase.
  2. Publish the feature class as an editable feature service ('service A').
  3. Share 'service A' only with a portal group which represents the data editors for the layer.
  4. Portal users in the group edit 'service A', whose source is an enterprise geodatabase.
  5. Publish the feature class as a public, non-editable map (or feature) service ('service B').
  6. Add 'service B' to the public-facing web map.
