The issue is a known limitation and is to be supported in the next release of ArcGIS Online Map Viewer.

Workaround

  • Use ArcGIS Online Map Viewer Classic.
  • Import the markup layer to ArcGIS Pro, convert it to a KML file, and share the file to ArcGIS Online.
