This issue is not reproducible in ArcGIS Online. If the issue persists, contact Esri Support Services as additional information is required for further investigation.Workaround
Add the item to the Contents page in ArcGIS Online using the URL option. Save it as a new item and add it to Map Viewer and Map Viewer classic.
