In reviewing this request, the issue appears to be the removal of the site's larger header and menu navigation links when opening any content at /explore. This is by design of the ArcGIS Enterprise Sites application with 10.9.1+, which is codified after lengthy discussion in which a more immersive experience is largely preferred.Steps to Reproduce
