The issue is not reproducible. Contact Tech Support if the issue persists.Workaround
Use an alternate symbol scale value for the layer symbology as per the ArcGIS Online, Bing Maps, or Google scales instead of the factory default scales in the Scale Properties window before creating the vector tile package or layer in ArcGIS Pro.
