This behavior is as designed. In this workflow, the English Esri-curated content has been disabled and will be excluded from search results. The Instant App templates are part of the Esri-curated content. Instant App items are localized for each of the supported 40 languages. When opening the Instant App templates dialog box, the system looks at the user's profile language to determine the correct language version of the Instant App templates to display. In this case, the user's profile language is in English and therefore the system will try to display the English version of the Instant App templates. However, content in the English language has been disabled and therefore the query returns an empty result. If the user's profile language is in Dutch, the query for the Instant App templates is successful because Dutch content is enabled and therefore the Dutch version of the items is returned. If the organization has members who will use the Portal in both English and Dutch, then Esri-curated content for both languages should be enabled.

Workaround

Enable both Dutch and English content.
